Singapore is generous about the head and strict about the file: the band starts at 55 per cent, leaving real room around the face, while a digital submission must be 400 × 514 pixels and under 60 KB. ICA says its requirements follow ISO and ICAO specifications.

How much of the frame the head has to fill

On a 45 mm height, 55 to 70 per cent means 24.8 to 31.5 mm chin to crown. The published range is 25 to 35 mm, so the guide binds first at the top and staying inside it satisfies both. Against the 70 per cent floor some neighbouring specifications set, this is a relaxed frame: there is room for shoulders, and the head sits inside the card rather than filling it.

What gets this one sent back

  • Sixty kilobytes over 400 × 514 pixels is about 0.3 bytes per pixel. Lower the quality; do not shrink the dimensions.
  • ICA states the photograph must not be altered or enhanced in any way, and that includes skin smoothing and background replacement.
  • Hardcopy prints must be matte or semi-matte, non-reflective. Glossy is the default at most print counters, so it has to be asked for.

Half a metre clear of the wall so your shadow falls behind you, camera at about 1.5 metres so the lens does not widen your nose, soft light from the front. Take several.

Print and upload are two different specs

35×45 mm is a physical instruction; 400×514 pixels is what it becomes at 600 dpi. The head band follows the same conversion — 55–70% of 45 mm is 24.8–31.5 mm, or 283–360 pixels in the exported file.

The upload adds a third constraint the print does not have: a byte budget. Singapore asks for 400×514 px as JPG, no larger than 60 KB. A file that satisfies the millimetres and fails the kilobytes is refused by the form before anyone reads the application, so the size search runs on every export here.

Print at 100%, not "fit to page" — the default shrink is invisible to you and measurable to whoever checks it.

How it works

  1. 01Add a recent photoFacing the camera, plain wall behind. HEIC from an iPhone works directly.
  2. 02Frame it to 35×45 mmDrag and zoom until your head fills 55–70% of the frame height, matching the dashed guide.
  3. 03Check the warningsThe border area is measured against "plain white" and flagged if it is uneven.
  4. 04Download or printSave the 400×514 JPG, or take a print sheet with several copies laid out at true size.

Questions people actually ask

How old can the photo be?
ICA states it must have been taken within the last three months, a shorter window than the six months several other countries permit, and worth knowing before you dig out a good picture from last year. The rule is really about how closely the image matches you at the counter, so the test is not whether the photo flatters you but whether somebody comparing it would pause.
Can I just resize the photo until it is under 60 KB?
No. Dimensions and file size are separate requirements, and shrinking breaks the first in order to satisfy the second. The upload has to be 400 × 514 pixels, and anything smaller is the wrong size however few bytes it occupies. Reduce JPEG quality instead, which leaves the pixel grid intact and discards fine detail gradually. There is usually headroom before that loss is visible.
What size does a Singapore photo have to be?
35×45 mm, which is 400×514 pixels at 600 dpi. The head, measured from the bottom of the chin to the top of the hair, must fill 55–70% of the photo height. Digital submissions must be JPEG and no larger than 60 KB.
What background colour is required?
Plain white. The border area is measured and flagged if it is uneven. The background is never replaced digitally — a cut-out edge is visible and gets photos rejected.
Is my Singapore photo uploaded anywhere?
No — the crop and the JPG encode both run in this browser tab. A biometric image of your face is not a file to hand to a web service.
How do I print 35×45 mm at the right size?
Use the print sheet — several copies laid out at true 35×45 mm with faint cut lines — and set the printer to 100% rather than "fit to page". At 600 dpi the file is 400×514 px, and a driver that shrinks by 3% turns 35 mm into something a ruler catches.
